The worry would be that once these biomass boilers were set up, the incentive to reduce waste at source would be reduced. Growing, transporting, processing, packaging and distributing food, only to end up burning it, is a terribly inefficient energy source, and would only ever recoup a fraction of the energy used- but once the infrastructure was in place they would want to keep it going.
