The secondary function of the ACC is to transfer money from the Union's grant (where its use is restricted) into commercial services (where it can be spent more freely). By subsidising sporting activities ICU keeps more money in the pockets of the sports teams, which they then spend in the bar on a Wednesday evening. Although a percentage of money is lost clearing up bodily fluids after the sports teams, it has proven a reliable way of freeing government money of its restrictions.
