Council changes abandoned after inquorate meeting

Last night's Council meeting, due to discuss dramatic constitutional changes, failed to reach quorum, although ICU are keen to 'salvage' less controversial aspects of the proposals

Ever since ICU announced proposed changes to the Constitution, various officers and interest groups within the Union had been preparing their arguments for and against the changes.

However, when Council was finally scheduled to discuss the matter last night, it failed to achieve quorum, as too many students were busy with exams (including this author, hence the brevity of this article) and away on field trips.

An emergency Executive meeting was called, at which it was resolved to present the 'uncontroversial' changes, including the Graduate Students' Association and Sabbatical and some changes to committees, to the June meeting of Council and then present them to college Council without a second reading at Union Council. The changed AGM regulation will also receive its second reading at June's ICU Council meeting.

However, the more controversial changes, to the composition of Council and Executive, will not be considered this year.

Most people I am sure will agree that the best reforms will have a got through, whilst those that have been hastily conceived will now not go any further. This does not mean that the reforms agreed will help. In talks I have had with a (albeit small) selection of Post Grads, most think the new sabbattical is just papering over the cracks (an opinion I share). It's time for the Union to decide on the best way to reform the representation at ground level, as without this it will not work.

Just a further note, it's best to get consensus on reforms at the start, not try and get it at the end. Next years Sabbs would do well to remember this.

The Union realises the postgrad situation won't be instantly fixed and that it needs grass-roots-up reform, it also doesn't think any current officer has time to do this properly, hence they're getting the Sabb (at someone else's expense anyway) to do this.

Maybe if the officers high up in the Union didn't want to wear all the hats at once, they might have the time to actually sort things out. But this is the Onion after all...
