Sources close to the union have informed this journalist that the Deputy President for Graduate Students, Mr Luis Hui, is currently in the process of re-sitting exams in the Tanaka business school. The time that the preparation for, and undertaking of will take up has caused a certain amount of raised eyebrows in the City and Guilds office.
This journalist has also found out that Mr Hui undertook a five week internship during the course of last summer after the first of August which is the date that Sabatical Officers of Imperial College Union take up their posts and was thus not present for a considerable part of the early days of his post.
Whilst in post Mr Hui has attempted to steer the constitution for the Graduate Students Association through the union?s Exec and the Student Activities Committee. The constitution failed to make it through these committees so currently the Graduate Students Association has no constitution.
Separate to the concerns raised above is a current review of the duties of the post of DPGS which do not directly relate to Mr Hui?s performance in that post.
The position of DPGS was created following the QAA audit of Imperial College held in 2005 which commended the undergraduate representation structure but brought up concerns about the representation of post graduates. College consultation with the then ICU president Mustafa Arif resulted in the creation of the post for which College Council agreed to suspend the union constitution in order that the constitutional change could be approved with only one reading at ICU council, normally two readings are required for constitutional amendments. This reduction in the requirements was undertaken so that the election could be held for the post in time to have a candidate in post for the current academic year.
It has been argued that the workload relevant to the post of the DPGS is not of a level where it is necessary or cost effective to have a sabbatical officer to undertake the work. The remit of the new post largely covers work previously undertaken by the Deputy President for Education and Welfare. In order to deal with these concerns a paper brought by Union President Sameena Missbahudin proposed that the posts be altered so that the current DP Education and Welfare becomes the DP Undergraduate Education and Welfare and that the DP Graduate Students becomes the DP Postgraduate Education and Welfare. This proposal passed its first reading and is likely to be passed at the next union council and subject to approval from College Council will enter the union?s constitution. At the last union Exec the Union President and Mr Hui presented a paper stating why they had suggested these amendments.
Also, a review of the positions is currently being carried out by the DP Clubs and Societies Simon Matthews, it has being suggested that it would have been preferable for this review to be completed prior to amendments been suggested. The CGCU president has made it clear however that the review is of the remit of position not the current holder of that position.
