Imperial College has reneged on a commitment made by former Rector, Lord Oxburgh to then ICU President, Tasha Newton, in 1999 "ruling out top-up fees indefinitely". It was commitment thad been reaffirmed by the current Rector to President Hamish Common in May 2001.
Sir Richard Sykes, Imperial's current Rector, will be seeking approval from College Council this Friday to go ahead with the plans. ICU President, Senthooran Ganeshwaranthan claims to have been caught of-guard and has called an Emergency Meeting of ICU Council for this Wednesday. A predictably diplomatic "response", not saying very much at all, has been published by the Union.
The government is due to publish a "radical" white paper on the future of higher education funding. Thanks in part to the NUS a graduate tax has been "ruled out", leaving the government with precious few options other than allowing top-up fees. Sir Richard is one of the government's advisors on higher education funding and this move could therefore be seen as a government-supported attempt to prepare the rest of the higher education community for top-up fees.
