College Council Chairman rules that Deputy President (Education & Welfare) cannot attend crunch meeting to consider top-up fees.
Andrew Smith has been banned from College Council.

Lord Vincent of Coleshill, the Chairman of Imperial College Council has banned Andrew Smith, the ICU Deputy President (Education & Welfare) from attending tomorrow morning’s crunch meeting. The meeting is due to consider controversial proposals for Imperial College to charge top-up fees of up to £10,500.

Under the College’s statutes, Imperial College Union is entitled to send a representative with non-voting rights, which must be a Deputy President of the Union. (The ICU President is a permanent voting member of the Council.) While the Union has usually sent the Deputy President (Finance & Societies) along to these meetings, it is nevertheless able to send whichever Deputy President it chooses. Last night’s packed General Meeting mandated Mr Smith to attend as, being the Education & Welfare sabbatical, he was considered to be the most appropriate.

This afternoon Lord Vincent ruled that Mr Smith could not attend as the Union’s representative claiming that “insufficient notice” had been provided for a change to the attendance list. A dejected Mr Smith expressed his "dismay" that he cannot represent the students of the College as he had been mandated to do.

A furious Andy Heeps, former ICU President, criticised the decision, which he described as “typical of the new ostrich mentality in Suite 5 [College administration] that they will not allow appropriate student representation at the highest level of the College. On an issue of this importance Andrew Smith should be able to represent his members.”

College management should've learnt their lesson, but it seems they're still incapable of talking to the students (consumers, in business terms).

This is bureaucratic bull$hit for the sake of it and they should know better after the last couple of days.

A bit of consultation at this stage would keep up the level of publicity in the media but reduce any negative effect (and possibly have a positive effect). Maybe they're not as smart as I thought they were...

TOTALLY UNACCEPTABLE.

Is it actually within the chairs powers to stop an observer from attending?

Just for clarification, if DPEW is not attending then I would hope that DPFS has been called up to bat for the student cause.

I would assume so, as he would've been on the list initially.

But that's not who the people at the EGM wanted to represent them, nor is it the best candidate.

Erm... Insufficient Notice? WHAT?

Has nothing been said about the insufficient notice given to us on this whole fees issue in the first place???

The Chair controls the agenda, the attendance and almost every detail of the meeting - they have the final say on most rules and regulations.

Maybe you should read up on the powers of a Chair, Mr Chairman ;oP

Well, I'd like to see them try to throw the DP(E+W) out if he does actually turn up at the meeting. Bureaucrats may be ostrich-like but the bulk of College Council, I'm sure, isn't.

A very similar situation happened at QM College Council on Wednesday when the Council Chairman blocked discusion on top-up fees and the IC/UC merger for being ultra vires. [well actually the Principal refused to answer any questions, then added that it was not a matter for the Council, which promptly got rubber-stamped by the Chair] - or so I'm told by our three reps...

You could always appeal to the College Visitor - but then I don't think Robin Cook would side with you/us...

Who cares? Buy a Tony Blair funny mask and wear it. Then walk in and ask the Chair to be allowed to speak on behalf of the students. Remember the arm waving and finger pointing at the people who wear pinstrip suit.
